Yesterday, the Economic and Revenue Forecast Council released the September Revenue Forecast. As expected, the forecast has resulted in a $520 million negative balance in the State General Fund. Due to this shortfall, the Governor has ordered a budget reduction of 6.3 percent effective October 1st.
While we do not yet have final figures, this translates to a cut of about $1.3 million for Seattle Central. For the Seattle Community Colleges District, it represents a reduction of about $4 million.
The Governor’s office has asked all state agencies and institutions to submit two budget reduction decision packages:
The budget reduction packages are decision tools the Governor and the Legislature will use as they make their final budget decisions for the current year and for the next biennium.
Our short timeline does not allow us the luxury of waiting until all faculty and staff return to campus to begin the planning process. Because we are part of a three-college district, we must work together on fiscal matters in order to achieve maximum efficiency. Be assured that we will solicit your feedback as we move forward.
I know that you are anxious to know how we will achieve these budget reductions. I do not have more specific budget reduction information to give you today, but I want you to have the same information that has been shared with the presidents by our State Board. I will continue to update you on the budget situation as information becomes available.
This situation brings to mind a favorite quotation of mine:
"Success is like wrestling a gorilla. You don’t quit when you’re tired, you quit when the gorilla is tired" (Robert Strauss).
The economy is our gorilla, and we need to wrestle it together.
